Singapore Permanent Residents (PRs) are sometimes granted approval to purchase landed residential properties in Singapore, subject to certain conditions.

One of the most common questions I receive from clients is:

“If my circumstances change, can I rent out my landed property, or do I have to sell it?”

This is a very important issue, especially for PRs who own 99-year leasehold landed houses.

In this article, I share the answer I received directly from the Singapore Land Authority (SLA).


Conclusion: Yes, PRs May Be Able to Rent Out Their Landed Property — With SLA Approval

The short answer is:

Yes, a Singapore PR may apply to rent out the whole landed property, but prior approval from SLA is required.

There is no automatic right to lease the property, even if the owner has already obtained approval to purchase it.

Each application is considered individually and assessed on its own merits.


Why Are There Restrictions?

Under the Residential Property Act, Singapore PRs who are granted approval to purchase landed residential properties are usually subject to an owner-occupation condition.

This means that the property is expected to be used as the owner’s principal residence.

If the owner later wishes to rent out the entire house, a formal application must be made to vary that condition.


My Direct Enquiry to SLA

To clarify this issue, I contacted the Singapore Land Authority directly.

The SLA officer replied:

“If your client wishes to rent out the property, he is required to submit an online application under ‘Apply for Variation of Condition’… Each application will be considered based on its own merits and circumstances.”

I then asked whether a one-time approval could cover all future rental periods.

SLA confirmed:

“A fresh application would be required for each subsequent rental period.”

A non-refundable application fee is payable.


What If SLA Does Not Approve the Application?

SLA specifically stated that there is no requirement to sell the property simply because approval to rent out is not granted.

In other words:

  • The owner may continue to hold the property.
  • However, renting it out would not be permitted without approval.

Additional Considerations for 99-Year Leasehold Landed Houses

In many cases, PR-owned landed properties are held on 99-year leasehold land.

As the remaining lease becomes shorter, resale may become more challenging because:

  • Bank financing may become more restrictive.
  • CPF usage by buyers may be limited.
  • The pool of potential buyers may shrink.
